THE TIME FOR REFORM IS NOW
We've all seen it – inexplicably wide roads winding through
remote Carolina
countryside, and asked ourselves, “why was this built?”
We all know about it – new roads built into remote forest
and farmland to subsidize a developer’s land speculation.
Yet serious traffic problems snarl important
thoroughfares and no effort is made to relieve the congestion.
Something is seriously wrong with the way the SC Department
of Transportation chooses which roads to build, which roads to widen, which
congestion to fix. Political influence holds too much sway in decisions that direct
scarce tax dollars to certain projects.
DOT officials have announced they intend to ask for an
additional $1 billion in tax dollars
because, according to them, they cannot meet state “needs.” But as long as DOT is the one defining needs,
we can be assured of more wasteful multi-million dollar projects and a further
decline in the state of our roads and bridges.
Our
coalition is asking for the following changes to be incorporated into a
reform package for the Department of Transportation this year:
1. Require
an objective analysis of every proposed transportation project so that
every new project is justified.
2. Develop a transparent ranking process, based on
the above analysis, so that all transportation projects
are prioritized
3. Require maintenance and repair of existing
infrastructure an ongoing, top priority and a budget
consideration for every transportation project.
4. Consider all other reasonable transportation and
mobility alternatives before approving and moving forward with new
road, highway or bridge projects.
5. Reform the public hearing process to allow for real public input.
