St. Helena residents band together
to protect their island from DOT
In
the early 90s, residents of St. Helena had to battle to stop SC DOT
from widening Hwy 21 to five lanes through the island. This multi-year
battle ended successfully, with DOT dropping the plans. Recently,
DOT came back to residents with what appeared to be a reduced proposal,
but in reality contained a giant increase in cleared right-of-way,
which would have removed historic trees like Beaufort's Emancipation
Oak, above.
Once again, citizens had to rally to fight this agency. About 750 people did so at a public hearing, with the
common message decrying additional right-of-way clearing and impacts on the
rural character of this roadway. In response, SCDOT scaled their plan back,
agreeing to narrow the shoulder and sparing significant trees along the road.
The community then developed a proposal for walkways to maximize walkability through the
market district of St. Helena as part of the road improvement project.Though
SCDOT acquiesed to community requests to include sidewalks in their planning,
their design was a strip of concrete directly adjacent to the pavement. Residents now are developing a design that would
better serve the community and would be more in keeping with the character of
this culturally rich and rural community. The community's design was presented
to SCDOT in September and the official said the agency would consider it.
